    Abstract

The study examines the performance appraisal system implemented in the public service of the Fiji Islands. This study is based on the empirical survey of 832 civil servants in the public sector of the Fiji Islands. The performance appraisal system of the public service in Fiji was reformed in the year 2012. This study seeks to explore the perceptions of the ‘raters’ and the ‘ratees’ on the new performance appraisal system that was introduced after the year 2012. The findings from this study showed that the current performance appraisal system is much better than the previous one; however, there is major evidence of bias, favoritism, and nepotism present in the new performance appraisal system. This implies that the implementation of New Public Management reforms is not successful in the context of Fiji. This study has direct implications for policymakers and practitioners.
