Abstract
There is a growing discussion which points out the need of social security for the poor instead of production-orientated development schemes. This in mind we try to analyze some critical questions, with special regard to the implementation of such programs.
Beyond this we are concerned about the role of the state in the development process and the responsibility of the so-called "First World". "Think locally - act globally" must be a new slogan!
At least we have a short look to theoretical approaches like entitlement or vulnerability. The real value of these concepts will be seen in their practical use.
