Abstract
This paper investigates the social obligation fulfillment of
corporatized public enterprises of a South Pacific nation (Fiji), using qualitative methods. The study, carried out in 2015, finds that fulfillment of such obligations adversely affects the fulfillment of commercial objectives when the cost of social obligations is high and inadequately compensated by the government. The paper proposes a model based on Institutional Theory. While much is written on reforms undertaken by the public sector, there is scant literature on social obligation fulfillment. While the empirical study is based on a small island economy, the study has potentially wider application for public enterprises in developing nations and elsewhere.
