The 52nd Pacific Islands Forum was held in Rarotonga in the Cook Islands from 6 to 10 November 2023. It was a large event with over 600 persons attending. One reason that the number of attendees was so large was attributable to the presence of the delegations of the Post-Forum Dialogue Partners (PFDP), which were absent from the 2022 Pacific Islands Forum meeting. Items of interest that continued from the 2022 gathering were the appointment of a Secretary-General to succeed Henry Puna, the participation of Kiribati in the Forum, and the PFDP participation. These matters were resolved before the meeting in Rarotonga. National sovereignty was an abiding concern for the Forum Leaders and a brake on any move to strong regionalism. It undoubtedly operates as a constraint on maintaining the unity espoused by the Leaders. The Forum title was ‘Our Voices, Our Choice, Our Pacific Way’; the Voices were plural.
