After ignoring pressure for political reform for twenty years the kingdom of Tonga took some tentative steps in 2004 as Crown Prince Tupouto'a exerted increasing influence during the closing years and months of Tupou IV's long reign. Although these moves were initially welcomed by members of the pro-democracy movement, the relationship between reformers and government came under increasing strain once specific proposals were aired, culminating in the destructive riot of 2006. All parties agree that a restructured parliament will be elected in 2010 but agree on little else. The specific form is now a matter for a constitutional commission.
