Abstract
These two cases, which sprang from unrelated and quite different sets of facts, have one feature in common - they both involved exercise of statutory powers by ministers
of the Government of Vanuatu held to be unlawful by the Court of Appeal. They therefore serve as timely reminders to Ministers and their advisers that they must comply with the law. They also serve to show what a great gap often exists between the principles of administrative law and the practice and expectations of politicians and public officials, a gap which it would be in the interests of all to try to bridge.
