Abstract

Public enterprise reforms have dominated public policy making in Fiji for the past 15 years. While there has been much debate on the logic for privatisation, there have been very few case studies on the processes which privatisation has taken. The Government Shipyard and Public Slipways was one of the first public enterprises that was privatised in Fiji. The venture failed, leading the state to buy back the
private company. This paper examines the reasons for the privatisation of the Government Shipyard and Public Slipways, and the processes that were followed in its privatisation. It also examines some of the causes of the failure, and the lessons learnt by the privatisation and the re-nationalisation of the enterprise.
