The acute threat predictions about militant Islamist ascendancy during the early 2000s in Indonesia largely failed to materialize, at least strategically. This chapter considers the ways in which Indonesia’s counter-terrorism policy responded to the threat. By drawing on work related to “social imaginary” and “reservoirs of violence, it argues that exclusive reliance on punitive action and hard tactics risks being counterproductive in the long run. “ This underscores the importance of various localized and nontraditional security responses for understanding how Indonesia contains such threats.
