Abstract

Conflict is one of the major obstacles to the achievement of Education for All (EFA) and the Millennium Development Goals (MDGs), particularly the sector goals of universal completion of basic education and achievement of gender equality in primary and secondary education. As conflicts are increasingly happening around the world, many countries recognised education as an important tool in conflict prevention and in the reconstruction of post-conflict societies. Hence, it warrants high priority in post-conflict reconstruction. This study is focus on Solomon Islands education in post-conflict context. It investigates the question: How is Solomon Islands resourcing and promoting quality education in its basic secondary level after emerging from the ethnic crisis. Adopting a case study approach, 200 students, teachers and principals in five urban community high schools participated in the study with the aim of soliciting their views on the quality of learning at the basic secondary education level. The students,' teachers' and principals' views were analysed and compared to see the extent to which the Solomon Islands government's commitments and undertakings so far towards the achievement of EFA were translated into quality classroom teaching and learning. The comparative analysis of this study revealed that urban community high schools were under-resourced at the time when Solomon Islands communities and the Government require schools to play a role in rebuilding, transforming and reshaping the future of the country. This revelation calls for improvement to policy and practice so that there is a balance prioritisation of educational resource: a way forward for Solomon Islands to achieve the goal of universal completion of quality basic education by 2015.
