Abstract
The integration of digital technologies has impacted the Pacific Island Countries and higher education sector. Online learning is gaining momentum in higher education institution and even Massive Open Online Courses are beginning to influence the stakeholders in the region. It
becomes imperative to investigate learners and instructors/tertiary teachers’ satisfaction with their
learning environment and gauge their digital status. A total of 945 learners and 116 instructors/tertiary teachers participated in the university wide survey. This study, is part of a larger study, and helps establish a baseline in ICT skills and satisfaction with learning
environment. The findings of the study reveal good digital skills and experience among young learners despite their poor access to ICT as opposed to mature learners and instructors with better access. The highest satisfaction was recorded in face-to-face learning environments for both learners and instructors, however, it was a close tie with blended learning environment in case of mature learners.
